License selection shows error "Submission failed due to Invalid answer in

When selecting a license in the License Type pull down, a red error is shown
with the text "Submission failed due to Invalid answer in answers.". This
happens before the user has any chance to select a license radio button. This
could prove confusing for the user as an error should only be show if the user
attempts to move onto the next step without choosing a license?

Also I noticed that the information buttons do not work e.g. the "i" icon
beside "Allow commercial uses of your work?" for CC.
Browser used: Safari 5.1 (Mac OS X 10.6.8)
