Reset CC licence on an already submitted item

There is no easy way for a user at present to either change the CC licence an
item has or set the CC licence (if the item was submitted without a CC licence).
If the item doesn't have the "CC-LICENSE" bundle, the user can't upload new
bitstreams via the "Edit Item" screen. Also the user would have to know exactly
what names to use for the bitstreams and their contents.
A simpler approach would be to allow the original depositor to change the
licence (or set it) via the web interface and also provide a command line
utility to do this for DSpace admins.
