We've been thinking about something like this too -- not so much for use
during development but more to tie in with our monitoring and maybe with
upgrades too. Something like automated tests to verify that

"I can browse, get results and can navigate to the item page for the
first result"
"I can search (incl search terms with diacritics), get results and
navigate to the item page of the first result"
"I can get to each community/collection listed on the community list page"
"I can log in"
etc

I wrote a little bit of code for this about a year ago, using Selenium
WebDriver (http://seleniumhq.org/docs/03_webdriver.html). I never got
very far at all though, and it was tied quite closely to one of "my"
repositories, so I don't think it'd be particularly useful to share what
I have.
