A friday afternoon discussion for our developers....

I'm realizing this "bug" may also have some benefits in the future for
tombstoning.  If we can lookup handles but not get back a resource in
DSpace, then we have a tool to track and report deletions.  Likewise, we
may utilize this as a feature to report deletions via OAI, but it would
only require time stamps in the handle table to exist for created and last
modified state so that OAI could return appropriate responses for date
ranges.
