As far as I know, you can't do it in DSpace out of the box .... you'll need to make some modifications to it (core + UI, at least) ... (DSpace developers, correct me if I'm wrong).
Actually, similar modifications to submission process, you want, were made in the frame of AgriOcean project (http://code.google.com/p/agriocean/). But that required to modify DSpace core a bit + we are using JSP UI in that project, so such kind of functionality only available for JSP UI. One more note: our developments are based on 1.7.1 version of DSpace and it is very likely we will update it only for 3.0 (going to skip 1.8).
