This is very easy dear.
Login as administrator in the Dspace.
Then in the navigation bar Below,
You will find out one link like "Administrator".. Click on it,
then Left side panel, you will find out another link called "Edit News"...
Click on it,
Then edit what you want either Top News or Side Bar news..
