This seems related to the Workflow-redo work (addition of XML Workflow).
Now, on the /submissions page, a user sees in order:
Submissions
Archived Submissions
Tasks You Own
Tasks in the Pool
Submissions Being Reviewed
Tasks are more important than Archived Submissions. Archived Submissions should
be on the bottom of the page.
