As discussed in the Developers Meeting on June 27, 2012, we've decided to close 
this issue with a resolution of "won't fix".

The reason is that this solution is just a bit too experimental at this time.  
The hope is that we can begin to move more configs to the DB, in which case 
this "auto-merge" of text-based configs would be obsolete.

The patch attached to this issue is functional, but it's definitely not perfect 
(there are a lot of exceptions, as noted in the description above).  Others are 
welcome to apply this patch to your Ant build.xml file. However, at this time 
it is unsupported.
