ConfigurationManager looks for a system property "dspace.configuration" and
uses its value (if present) in preference to assuming
${dspace.dir}/config/dspace.cfg. DSpaceConfigurationService does not. This
patch adds that feature to DSpaceConfigurationService.
While in general this is a minor improvement, it's currently highly desirable
in order to address difficulties with the Bamboo CI tests.
