In the DSpace Developers Meeting on Nov 14 (starts at [20:22]), the Committers
decided to delay this ticket until DSpace 3.1:

The main reason for the delay is that the fix
(https://github.com/DSpace/DSpace/pull/114) changes the Context class, which is
used by every single DSpace interface (JSPUI, XMLUI, OAI, LNI, SWORD, SWORDv2,
REST, etc). Because we are so late into the 3.0 release process, and will not
be able to thoroughly re-test all interfaces, several of us feel that this
would be better to wait until 3.1, to ensure it has no detrimental effects to
any DSpace interface.
That being said, we do encourage anyone who encounters these issues to try out
the fix (pull #114) and report back as to whether or not it has proven to work
& be stable for you. We hope that enough people will try out this fix so that
we can potentially release it as part of DSpace 3.1.
