Tatevik, DSpace is not really built to act as a federated search engine. It's tailored more for storage of content files & metadata and is most often used to make research papers & related materials available on the web.
DSpace does include an OAI-PMH/OAI-ORE harvester that it can pull in metadata (and files) from an external site on a regular basis. So, if all of your library records are available via OAI-PMH, it might be possible to pull them all into DSpace so that they can be searched in a federated way within DSpace. But, DSpace only supports harvesting via OAI-PMH & OAI-ORE. It doesn't support other harvesting protocols and cannot just harvest normal websites.
