Several of us discussed this old ticket in our "JIRA Backlog Hour" today.
Is this still needed, or has it been made obsolete by the AIP tools?

The AIP tools allow you to migrate items between instances (and configure if
you want the handle kept or not). Plus, you can also migrate Collections or
Communities.
