If you authenticate to DSpace by some means, you've just shown
activity and your "last active" date stamp is updated.

That is a local policy decision.  What this patch does is make DSpace
collect information which could help you implement some policies.

In DS-1230 I propose a tool for querying this attribute, which could
be used to drive such policy implementations.  But there's no code
there yet.

There are some other factors which can force such decisions.  An
EPerson who has contributed an item cannot be deleted, because the
EPerson tuple is pinned by a foreign-key reference from an Item tuple.
Such accounts could be disabled after a time, but the database schema
will not let us remove them, by design.

I suppose that a number of sites would like to do things like this.

Claudia Jürgen makes some important points in her comment.  For
example, people who are crafting policies for weeding user accounts
should consider whether a person with subscriptions is considered
active, regardless of last logon date.

You also raise an interesting point.  There is "active user" and
"active contributor".  DSpace has, as long as I've known it, already
defined (but did not implement) an attribute which supports the notion
of "active user", but there isn't much to support distinguishing
"active contributor", other than the log, and there is quite a lot
of...stuff...to wade through in the log.

Should DSpace also track a last-contribution date?  This would require
a schema change, and thus could not go in before 4.0.  (Of course any
site could choose to backport it.)  I expect that many sites would
find that most of their users will have NULL in this attribute.  But it
would facilitate not only distinguishing active contributors, but also
learning what proportion of known users are contributors.

Meanwhile:  is there sufficient approval that this branch should be merged?
