When enabled, the steps should be visible in the submission:

I just did a submission to the Sample community -> cIRcle collection on 
demo.dspace.org and couldn't see the embargo steps in the submission.
So it might be a good idea to verify if embargo is enabled correctly on 
demo.dspace.org
