I had attempted to configure 'maven-resources-plugin' to use UTF-8 encoding,
but still ran into encoding issues. Still not able to figure out what may be
going on (and what the cause even is). Any UTF-8 characters in the
build.properties file turn into nonsense in the final, filtered dspace.cfg.
