Off the top of my head, these are the USE CASES for a format validation
curation script
* format validation upon upload (the main use case expressed by DS-1093)
* format validation over a collection or community or repository (generating a
report for further work/manual intervention; possibly suggest options for
resolving the errors)
* modification of mime type data, in the case of an improperly-configured
bitstream registry, there may be many media files inappropriately classified as
octet-stream, improving the quality of mime type data would help with proper
display of media files
