In my mind "changes-config" is just a flag for us (Committers) to look at tickets that modified configurations (of any sort) to determine whether those modifications need documentation in either the Release Notes or the Upgrade procedures, etc. But, we are welcome to discuss this more in a future meeting or on dspace-devel.
