Description: Several Committers were talking today (bollini, helix84, hpottinger & I).

We'd like to suggest disabling the "Initial Questions" step in the Submission UI by default. It's often unclear exactly what its implications are to users. We won't remove the step (it'd still be available to use), but we would just default it to being "turned off" and default all metadata fields to be displayed on the "Describe" pages.

It also may be the cause of other larger issues like DS-1481

This task should not be difficult, it just needs wide approval. So please feel free to voice your opinion in the comments below.
