I have made a Pull Request to implement this behavior. https://github.com/DSpace/DSpace/pull/543
Basically, I add a config where you whitelist the specific MediaFilter names that you want to make public content. Not listed, inherit parent's policy (i.e. restricted), if you are listed, then get public read.
