A few Committers reviewed this today in our JIRA backlog. Several mention that this concept has been requested at their institutions as well. So, the idea seems like a good one.
However, there is slight concern about the configuration being in dspace.cfg, just cause it requires a Tomcat restart to configure this on a Community, Collection or Item. But, it might be OK to start with that anyways. Ideally, like other Community/Collection settings, we'd try to move this to the Admin UI at some point.
In any case, this needs a volunteer to review the PR for possible inclusion in 5.0
