I don't have a suggestion for a way forward, but I just wanted to say 
that I agree with you 100%. If we can figure out a way to give control 
over the templates to the repository administrators, that would be 
ideal. Maybe even have a shared footer/signature, so that you don't need 
to change every single e-mail template when your institution changes its 
logo or whatever. (Oooh that's another can of worms isn't it? I have 
been asked in the past why DSpace can't send HTML e-mails.)

I'm wondering if it's worth holding off on a decision for a little while 
longer though, given the UI prototyping work ahead. Chances are that the 
new UI will involve a templating language of some sort. Now, those 
templating languages are generally targeted at front-end developers / 
web designers who are probably a little more familiar with scripting 
concepts than your average repository administrator. But it may still be 
worthwhile not to introduce two different templating languages?

As a completely separate thought, might it make sense to look at 
something like Mailchimp just in terms of what other places consider 
reasonable to put in front of end users when it comes to creating e-mail 
templates? They probably need less complex logic than may be required 
for DSpace. But from my little bit of exposure to Mailchimp, they do a 
pretty good job with the UX.
