Rather than copying data at interval from an institution's directory, would
it be better or possible to connect an IR to the institution's directory (or
Enterprise Financial System) so that live data will be available for
authentication or access control?

I wish it was that simple.  Sometimes people leave the institution and
drop out of whatever directory you were hoping to get data from.  When
that happens, do you intend for the user to get none of that
information?

I'm afraid someone is going to have to be responsible for caching
whatever data you got from your directory or seeing to it that there is
a policy that no data is ever removed from that directory that you're
counting on.
