If you are confronted with a large user base, who need custom submission
rights, there are many integration opportunities (to avoid manual setting of
permissions in DSpace) as long as your repository structure (communities -
collections) somehow reflect the structure of your organigram.

To give one practical example, if your repository is organized in
communities and collections, reflecting departments, faculties, ... you
could hook up DSpace to your staff registry. As the staff registry contains
(or should contain) information on who's member of which department, you
could automatically transfer that information to DSpace, and determine
submission and read rights from there.

We did this for K.U. Leuven ( http://lirias.kuleuven.be ). The E-people
registry now contains almost 9000 E-People. Manually setting or changing
permissions for such a userbase would just be impossible.
