Hi Tara, If the item in DSpace has never had a CC license attached to it, you can't set a licence via the web interface (at least not via the XMLUI). This is because the license information is stored in the "CC-LICENSE" bundle which won't exist for the item.
To set the license you could either delete the item and resubmit (but this would generate a new handle) or you could use a command line utility to set the license for you. I have written a piece of Java code which sets the CC license on an item and you can see it at: http://developer.edina.ac.uk/projects/dspacecookbook/wiki/How_cc_reset You would need a developer in your organisation to build the code and run it for you at the command line.
