You can use DSpace legally for free (you don't have to pay for a licence, the BSD license allows any kind of use) and unlike with other commercial software, you don't have to go through procurement. Just download it from dspace.org and use it, it's that simple. Because it has no acquisition price, you don't need to track it as an asset.
