First off, Welcome. Second, this is a technical question
which consequently should be discussed on the dspace-tech list.
Please open a new thread there.

As a first answer, it seems to me as if your question is not
specific to DSpace and as such it is no wonder that you cant
find an answer here. If your instance is reachable over the
internet, then anybody who intends to do so is able to link
to it.

Is your instance reachable over the internet? Likely not.
You probably would have given us the URL. If you connect
to the internet via some kind of dialin connection (here
in germany this is DSL, but it might be cable for you),
then you dont get a fixed IP-Adress. There is an ugly
workaround for this situation called dynamic DNS and the 
most common provider of cheap service is called DynDNS.

As this is a quick solution I would try this right away.
Good enough as a fallback. However, if this is important 
for you and whether you get the appointment and you have 
some days left, I would think about renting a webserver
and setting up your instance there.
