Hi Jonathan, while I don't know the answer to your question (I think DSpace and Tomcat do support resuming HTTP downloads, so I don't know why it wouldn't work), I wanted to recommend you to use the dspace-tech mailing list for technical questions instead of dspace-general. You should also specify your DSpace and Tomcat version.
