yes, it is possible to remove read/anomymous permissions to bitstreams files in Dspace 1.x.x , and leave only read permissions to e-persons belonging to certain groups, by example, those logged via LDAP directory.... That is normal Dspace configuration & behaviour as:

With some hints:
The items continue to be accesible, since the permission system only affects to bitstrams, not metadata. The items are still indexed and are shown in the collection browsing, and in search results and.... You still view the item description, but you can not access the files.

The term /private collection/ is not usual in Dspace. Collections (except if you made some modifications to the interface) are always shown in the User Interface.
