I used per-collection submission steps and input forms. In that custom, the
"traditional" steps show the updated license, but the custom submission
process shows "Sample" written in place of the license.
I tried making a copy of default.license as custom.license, as custom is
the name of the submission process in my item-submission.xml. However, that
didn't change anything.
Is there another configuration entry to specify the custom license? I
couldn't find any such thing either in input-forms.xml or
item-submission.xml.
