I'm not sure about your exact use case, but DSpace doesn't have an
entire-site lockdown mechanism. It does use resource policies that can be
used to restrict access to each resource, on a Community by Collection by
Item by Bitstream basis. If you set the policy, then the anonymous
not-logged-in user would not be able to view any content. (I think that
JSPUI/XMLUI will still list the communities/collections in the
community-list, regardless of authorization, but the user won't be able to
access them).
If you wanted to make your entire site inaccessible 100%, unless the user
was authenticated, you might want to have your web server secure your
entire site. I have heard of 3rd party customizations that would require a
visitor to agree to a privacy-policy before they could access the site.
i.e. If you use shibboleth for authentication, then your web server (apache
or nginx) could have a rule such as:
<Location />
AuthType shibboleth
ShibRequireSession on
Require validuser
</Location>
You could perhaps approach that with a separate .htpasswd basic auth too.
Which ensures the user is a member of your campus-auth scheme. However, you
would still need to ensure that users that get through are members of
EPerson groups that can access certain content. And that your content is
only readable by certain EPerson groups that your trust.

Other forms of auth include: DSpace Username/Password, Shibboleth, LDAP, IP
Address, and X.509 browser certificate.
