Hi Sarah, basically, DSpace was originally intended as open access, but it does support restrictions of access to content. You can easily forbid access to files (which we call bitstreams) to users who are not logged in (Anonymous) or restrict it to a specific group of users. Additionally, you can mark items (we call the collection of record metadata and bitstreams an item) as private, which will exclude it from listing in indexes and search results. So yes, IMHO it should meet your restriction requirements.
