DSpace uses Solr internally for the Discovery functionality (search,
browse, facets) and communicates with it via HTTP. This error message
says that it was trying to connect to it but it was denied access
(HTTP 403 status code). The reason is that by default, DSpace
configures Solr to deny access from all hosts except for localhost
because the index might contain sensitive data. The solution is simple
- you don't even need to remove this restriction, you must simply
declare your Solr URLs as http://localhost:8090/solr/search in your
configuration (e.g. in build.properties, specify
solr.server=http://localhost:8090/solr).
