Hi Maude,

At this time, in DSpace it is only possible for an Administrator, 
Community Administrator or Collection Administrator to modify metadata 
or files *after* an item is fully accepted into the system. However, 
that does mean that you could add Collection-level Administrators who 
can have those rights just within a particular Collection (same with 
Community Administrators).

It's also possible to use DSpace's approval workflow to have others 
modify items *prior* to their being fully accepted into the system. This 
can be done on a Collection basis, so that non-Admins can modify the 
metadata or add additional files before the item is even 
approved/accepted into DSpace (but this does mean the item waits in a 
"workflow" until these changes are made or the item is approved).

I will note that this question comes up quite a bit. Currently, our 
DSpace Steering Group is in the process of doing some Strategic Planning 
[1] and a working group is currently analyzing new "use cases" for 
possible inclusion into DSpace in the future.  This particular use case 
is on that list in a few forms. So it is possible it may be added in the 
future (no guarantees yet, but it seems to have some approval):
