The issue seems to be that cover pages complicate what crawlers like Google Scholar do, but are helpful to repository managers/users. MIT for example uses cover pages to solicit user feedback., see for example HERE<http://dspace.mit.edu/openaccess-disseminate/1721.1/58913>. So why not build into DSPACE to deliver a PDF without cover page when requested by a crawler user agent, and with cover page otherwise ?
