Ann, We use 1.5.1 and to set a primary bitstream on an item that has been deposited you would Edit Item and go to Item Bitstreams. At this point click on the file name and you will be given an option to set the bitstream to primary. Once you set it this will be reflected in the file name (ex. Election.html (primary)).
