This is my first post to this G-group. 

I have been commissioned to install DSpace e-Libraries in 5 higher 
education institutions in Lao PDR. However, the Lao language is not in the 
list of supported locales (not yet). 

I'd appreciate any advice on any of the following three points: 
a) the typical procedure for a new locale to be supported; 
b) how to add a new supportedLocale programmatically/declaratively, even 
before that locale is officially supported;  
c) how to substitute Latin (which is a supported locale) with Lao. 

I did take a look at page-structure.xsl in Mirage 2, located the code for 
the language dropdown, and thought to do some dirty hard-coding to change 
"Latin" into "Lao". However I don't think that would work because I assume 
that there exists pieces of code downstream that actually test the value of 
"value of select".
