I turned off the context reload="true" to reload="false" at the suggestion of 
the tomcat folks.  It has greatly improved.  I perform a tomcat restart anytime 
I recompile changes to Dspace like I did in the 1.6.  Now the startup time is 
about 5 minutes.  (Tomcat 7 is sluggish now at the .war files being 
reloaded/unpacked-which is a resource issue for us).

I'll be looking at the logs a little closer now.

Hi Jeff,

if you look at your startup sequence (catalina.out or the dspace logfiles), can 
you identify at which points/stages you are losing time?
20-40 minutes is huge for a tomcat restart.

One thing that I've seen happening in a few situations is that index-discovery 
gets indadvertedly triggered, so that you are hammering tomcat with the 
discovery update while you're waiting for it to come online.
