I turned off the context reload="true" to reload="false" at the suggestion of the tomcat folks. It has greatly improved. I perform a tomcat restart anytime I recompile changes to Dspace like I did in the 1.6. Now the startup time is about 5 minutes. (Tomcat 7 is sluggish now at the .war files being reloaded/unpacked-which is a resource issue for us).
