not as far as I know of and it might be beyond the scope of DSpace.
Accessiblity of content depends on who you are targeting and not only on
the form but the content itself, like following plain language guidelines.
This will not be automatically testable.

If you are targeting only a specific group like the blind and visually
impaired, there might be automatic tests either in workflow or as
curation task which can be integrated.

One other thing would be to integrate accessibility metadata to properly
identify the content. I think there has been an accessiblity metadata
project but don't know, what has become of it. And this is a tricky
part, unless you are always only having one original bitstream. This is
metadata belonging to the bitstream and is not part of the discovery.
Making it item based metadata and having multiple files with different
accessiblity properties, these will not be distinguishable by the end user.
