Hi GG,

At this time DSpace doesn't have a way to automatically move Items from one
Collection to another during the submission or approval process.

I suspect the easiest way to accomplish this might be to simply ingest this
files into your "review" Collection (you can even setup this Collection to
be access restricted)...then, once they are approved, you can move them
from one collection to another (in bulk) using the "Batch Metadata Editor"

It's possible others on this list have other ideas for accomplishing this,
but that's my immediate thought.
