you can use the DSpace "structure builder", as described on:
https://wiki.lyrasis.org/display/DSDOC5x/Importing+Community+and+Collection+Hierarchy

In short, this allows you to describe the desired tree in XML, and then
import that XML to create collections and communities in batch.
