It's difficult to help you without more information about the problem.  I 
suspect it could be that you are hitting one of the Common Installation 
Issues documented 
at 
https://wiki.lyrasis.org/display/DSDOC7x/Installing+DSpace#InstallingDSpace-CommonInstallationIssues

The only way for you to figure out which issue you are hitting would be to 
follow our troubleshooting guide to look for underlying error messages in 
the User Interface or backend 
logs:
