Hello,
First, what version of DSpace is your instance running? Does this issue
with the item counts happen consistently or only sometimes?

It looks like there was a similar issue resolved
<https://github.com/DSpace/DSpace/issues/9434> in DSpace 7.6.2, so if your
instance is running an earlier version you can upgrade or port that fix.
For a temporary reset, it looks like restarting Tomcat
<https://groups.google.com/g/dspace-tech/c/Vkmgpi5jjiE/m/c7v33BGqBAAJ> has
worked in the past to update item counts as well. Finally, you could also
look into the error logs further to see if there are any explicit errors
that are occurring during submission of a new item - see the Troubleshooting
guide <https://wiki.lyrasis.org/display/DSPACE/Troubleshoot+an+error>.

Best,
Lia
