Andréia, At first glance I think there are two problems here:
The --source for ItemImport should be the directory that contains 07-08 (i.e. /home/dspace/technical_reports). The contents file should just contain the file name (not path). The log output from ItemImport will list each item it finds in the source folder (actually, each metadata element and bitstream it finds in each item in the folder); in your case it did not find any items (sub-directories).
