Tim,

Thank you for having taking the time to answer and to explore with version 
1.5.1. The 1 to 5 steps you have been testing are exactly what I did on our 
1.5.0 instance. It might be a bit difficult right now for us to upgrade to 
version 1.5.1, we just finished the upgrade to version 1.5.0 (from 1.3.2). In 
fact what puzzles me (and displeases me) is that this set up (i.e. removing of 
the first step + patch + minor changes to the submission process) do actually 
works, but only intermittently. Some of the submissions, once rejected, that 
could not be re-edited by the user (because the system was linking to a new 
form for a new workspace item), can in fact be edited after a while. I though 
that our regular overnight database vaccuum process might have solve the 
problem but when we did face the problem again, a manual vacuum did nothing. 
Right now the problem hasn't returned yet...
