There is an easier way (not sure why I didn't think of it at the time), but
it still involves editing the EPerson sitemap.xmap.

Change the login map:match section to:

            <map:match pattern="login">
                <map:act type="LDAPAuthenticateAction">
                   <map:serialize type="xml"/>
                </map:act>

                <!-- Login failed, try again. -->
                <map:transform type="LDAPLogin"/>
                <map:serialize type="xml"/>
            </map:match>

(In other words copy the LDAP action into the login action, so that it
performs this action by default).
