Thanx for your interest. I am running:
Ubuntu 8.04
Maven version: 2.0.8
Java version: 1.6.0_14
Ant version:  1.7.0
Tomcat 5.5

It is a brand new install and all i have done is install the above with their dependencies and created the dspace user and installed postgresql.

I think i am using Sun's jdk/jre. I installed sun-java6-jdk and sun-java5-jdk but i get the same problem with both.
