you can import items without bitstreams using the default Item Importer, just create an empty contents file per item, your import structure would look like this
[path]/[itemDirectory1]/dublin-core.xml
[path]/[itemDirectory1]/contents
[path]/[itemDirectory2]/dublin-core.xml
[path]/[itemDirectory2]/contents
...
[path]/[itemDirectoryn]/dublin-core.xml
[path]/[itemDirectoryn]/contents
[path]/[itemDirectoryn]/dublin-core.xml
[path]/[itemDirectoryn]/contents

You need no dummy pdf. An item without attached bitstreams got a note "There are no files associated with this item." in the display, e.g.:
https://eldorado.tu-dortmund.de/handle/2003/25020

Whether to allow items without bitstreams during the UI based submission is configurable with the dspace.cfg parameter webui.submit.upload.required
