- http://jira.dspace.org/jira/browse/DS-212 You could test this theory by seeing if you've got 'harvest.includerestricted.oai' set to 'false'. If so, set it to 'true' and try again. If this fixes the problem, you could try enabling it again, and try the latest version of the harvest code from DSpace 1.6.
