Have you managed to successfully run the 'ant update' in step 8? This should copy the required code. You can test that it has worked OK by looking at the dates of the files in [dspace]/lib/. There is another error related to this in the manual - step 9 cannot actually be run until after step 12, however the error you are seeing should not be occuring whether you run it now, or after step 12.
