We're using DSpace 1.6.2 and I recently noticed that browse by author
does not work if the author's name includes a comma (all of our
authors do) and accented characters. Here is an example:

http://dspace.lafayette.edu/handle/10385/35/browse?value=Fabian%2C+K%C3%A1t%C3%A1lin&type=author

Note that the heading shows accented characters correctly in the
collection title, but not in the author name. And even though the
accented characters are displayed wrong, changing "%2C" back to ","
seems to work.

I have verified that server.xml and tomcat.conf are set to use UTF-8.
